What an EX1 is and why your goods cannot leave the EU without it
EX1 (Export Accompanying Document, EAD) is the EU export customs declaration. The exporter must file it whenever goods leave the Union: without an open declaration the goods will not be released from the EU, and without a closed one you cannot prove the export and zero-rate the sale for VAT — you would have to charge local VAT (19–25% depending on the country).
The declaration is filed electronically in the AES (Automated Export System) of the EU country where the goods are located and loaded — not necessarily the country where your company is registered. Once registered it receives an MRN; when the truck or container crosses the EU’s external border, the office of exit closes the export and the MRN serves as proof that the goods left.
Many European suppliers do not export to Russia regularly: they have no experience with the EAD, sometimes no EORI number, and local brokers decline Russia-bound shipments. We solve this remotely — the EX1 is opened by our agents in the country of dispatch, and all you do is release the goods.
How we open your EX1 remotely

Our customs agent in Germany, Poland, Lithuania, Latvia, Estonia, the Netherlands, Italy or another EU country files the declaration electronically. You do not need to go anywhere or sign anything at customs. - 3MRN and loading
Within 1 working day we obtain the MRN and export document and pass them to the driver or the consolidation warehouse. The goods can travel by groupage, dedicated truck or container. - 4Closure at the border
When the goods leave the EU, the office of exit closes the declaration. We track the status by MRN and send the exit confirmation to you for your accounts and VAT zero-rating, and to your customer for Russian customs.

If you do not issue EADs, we take the goods to our EU warehouse and file the export in our agent’s name.

Why remote costs €450 and with our cargo €150
Remotely, the declaration is filed by a customs agent in the country where the goods are: they check the code against sanctions and dual-use lists, open a T1 for transit goods if needed and monitor the EX1 closure at the border while the goods travel with another carrier. When the goods leave our Rotterdam warehouse, the declaration is filed on site on the container closing day as part of our shipment — hence the lower price. When comparing offers, check whether exit monitoring and code screening are included: without them the export may remain unproven.
Documents we need for an EX1
- ✓Commercial invoice with description, HS codes, price and delivery terms (Incoterms)

- ✓Exporter details: name, address, EORI number (if there is no EORI, the export is filed in our agent’s name)
- ✓Loading address and date, carrier details and border crossing point
- ✓For licensable goods — permits; for goods close to dual-use — a statement that restrictions do not apply
What we check before filing to avoid rejection
We only handle goods that are not subject to EU (or UK, Swiss or US) sanctions and never carry sanctioned or dual-use items on any corridor; HS codes and the parties to the deal are screened before we accept cargo. We do help classify goods correctly under TARIC: many items are wrongly assumed to be dual-use, and the correct code backed by a technical description settles the question before shipment. Code screening happens before the EX1 is filed — a declaration for goods that may not be exported would never be closed at the border.
Customs status: goods produced or released in the EU need an EX1; transit goods need a T1. Choosing the wrong document holds a truck at the border for days. Finally, your EORI: if you have none and cannot obtain one quickly, the export is filed in our agent’s name as exporter.

Are EX-1 and EX1 the same thing? What if I don’t want to file it myself?
Yes, EX-1 (EX1, EAD) is the EU export declaration. If you prefer not to file it or sell only EXW/FCA, send us the invoice and packing list — we open the declaration remotely through a customs agent in the country of dispatch (from €450) or at our Rotterdam warehouse with the cargo (€150).
How much does an EX1 cost?
A fixed price per declaration, depending on the country and the number of tariff lines: €150 with our cargo via Rotterdam, from €450 remotely. If the goods travel with us by road, the EX1 is included in the door-to-door rate.
What happens if the EX1 is not closed at the border?
The export is not proven: you must charge local VAT and would normally re-invoice it to the buyer. That is why we track closure by MRN and send confirmation to both sides.
In which country is the declaration filed if the goods are from Germany but loaded in Poland?
In the country where the goods are when the declaration is filed — Poland. This is standard for groupage: consignments from different countries are consolidated at a warehouse and exported under one declaration.
Do I need an EORI number?
To file the EX1 in your name — yes. Without an EORI there are two options: obtain one (in most countries this takes from one day) or have the export filed in our agent’s name as exporter.
How is an EX1 different from a T1?
EX1 is the export of goods in free circulation in the EU. T1 is transit across the EU of goods that were never released for free circulation (for example Chinese cargo transhipped in Rotterdam). For goods bought from a European manufacturer, an EX1 is needed.
