Receiving the goods and the last mile

In Vladivostok imports are usually received not from a long-distance truck but straight from a port terminal within the city: the container is either taken out by road or transferred to a rail platform at the port station of Mys Churkin — the terminus of the branch from Pervaya Rechka within the city limits. The obstacle is not distance but layout: hills, tunnels, the bridge over the Golden Horn and height barriers on some streets mean a 40-foot container truck cannot reach every address, so we select the tractor and trailer for the specific access, and for difficult addresses we destuff the container at a warehouse and deliver the goods by smaller vehicles. Air cargo is released not in the city but at the cargo terminal by the airport in Artyom — a separate leg of about 44 km that must be included in the schedule as its own line.

Seasons and weather

July to September is typhoon season: their downpours regularly flood and wash out roads in Primorye, up to overflow and closure of individual sections, so what is at risk is not the sea call but the road leg within the region and towards Khabarovsk. In spring the region closes roads for the thaw with reduced permitted axle loads — in 2026 from 26 March to 24 April; in this window a heavy consignment is either split or switched to rail. In winter the critical factor is not frost but snow cyclones and ice on the “Ussuri” highway between Vladivostok and Ussuriysk: traffic is usually not closed, but the schedule shifts and the risk of trucks waiting to unload grows.

Customs clearance in the region

The region is covered by Vladivostok Customs: physical control remains at its posts — Vladivostok Sea Port with its sea checkpoint, Pervomaisky and Vladivostok Airport — while declarations go to the Vladivostok declaration centre at 14 Strelnikova Street, which since 15 July 2026 has reported to the Far Eastern Electronic Customs and operates under code 10720020. Delays grow out of this split: release is handled by the declaration centre (daily from 08:00 to 20:00), while inspection is ordered by the post where the container physically stands, and the interface between them has to be managed actively rather than waited out. The free customs zone regime of the Free Port of Vladivostok is not a general benefit: it is for Free Port residents with an investment agreement, and an ordinary importer is cleared under the general procedure.

What most often breaks the schedule

The schedule is more often broken not by release but by removal from the port: when imports and exports are out of balance, Primorye’s container terminals become congested, the vessel waits for a berth, the container waits for a fitting platform, and Russian Railways imposes loading restrictions on shipments to the sea terminals, including when the weather prevents cargo handling and mooring. The second most frequent factor is early September: for the Eastern Economic Forum the city restricts heavy vehicles on the routes to Russky Island and at a number of junctions (in 2026 on Russky from 31 August to 8 September, in the city from 29 August to 6 September), so we plan deliveries into and out of the port before or after that window. The third is excess storage: while an inspection is under way or a truck is being found, the storage meter at the terminal keeps running, and that is regularly more expensive than booking the removal and warehouse space in advance.

Sea containers from Asia are cleared at the Vladivostok electronic declaration centre, other consignments at the territorial declaration centre of the Far Eastern district.

We lodge the declaration before the goods arrive, so release takes 1–2 days: the HS code and duty calculation are agreed in advance, and certificates and permits are prepared at the purchasing stage. Clearance is handled by a customs representative on the Federal Customs Service register; your customer receives the declaration with the release stamp and a full set of closing documents.
