Receiving the goods and the last mile
Inside the KAD ring road, a truck with a maximum permitted weight above 8 tonnes may travel only with a city permit, and since the beginning of 2021 permits are not issued to vehicles below Euro-3 — the tractor unit for unloading in the city is chosen in advance, otherwise the truck stops at the edge of the zone. From the container terminals and from Bronka the fastest way onto the KAD is the toll Western High-Speed Diameter (ZSD), where trucks are charged in classes III and IV; the free detour via the KAD takes noticeably longer. During the navigation season — in 2026 from 10 April to 30 November — twelve bridges are regularly raised at night, so a night delivery to an address on the other bank of the Neva either waits for the bridges to close or takes a detour.
Seasons and weather
In winter the schedule is dictated not by the road but by the ice: in the Big Port, vessels of Ice 2 class and above sail through ice independently or under escort with the icebreaker’s permission, Ice 1 only under escort, and ships without ice strengthening are not admitted into ice except with individual escort. The harbour master sets the order of passage through the ice by 10:00 every day and updates it by 20:00, so a vessel’s winter ETA remains fluid until the last day. During a storm surge the gates of the flood protection barrier are closed — the port is warned no later than two hours in advance, and traffic through the S-1 and S-2 navigation passages stops until they reopen. In spring the Leningrad region closes roads for the thaw (in 2026 from 20 March to 18 April, 5 t on asphalt and 3 t on gravel), although international transport is exempt from these restrictions.
Customs clearance in the region
Sea consignments arriving at the Big Port are declared to the Baltic electronic declaration centre, which reports to the North-Western Electronic Customs, while physical control remains at posts on the terminals themselves — Turukhtanny, Gavan, Lesnoy Port, Bronka; Baltic Customs itself has operated since 21 December 2023. Air cargo via Pulkovo is cleared by the cargo customs post of Pulkovo Customs, and road and rail deliveries go to the North-Western declaration centre. Vessel arrival and unloading permission go through the “Portal Morskoy Port” system with advance information on the goods, so some decisions are taken before the vessel actually calls; the free customs zone procedure exists in the city, but only at the sites of the St Petersburg special economic zone — Neudorf and Novoorlovskaya — and only for its residents.
What most often breaks the schedule
The schedule is most often broken by the gap between the declaration and physical control: release is handled by the electronic post, while moving the container to the inspection area is done by the terminal, and that day counts towards port storage and the line’s demurrage. The second source of disruption is discrepancies between the advance information and the ship’s documents: in “Portal Morskoy Port” the unloading decision is prepared before the vessel arrives, and corrections have to be made in the port. Third are event-related restrictions in the city: for the St Petersburg International Economic Forum 2026, from 2 to 6 June, freight transport was not allowed onto the southern arterial roads, and on such days the window for moving goods out of the port narrows.
Customs clearance for St Petersburg: Baltic Customs and the Baltic sea declaration centre
Sea consignments via the port of St Petersburg are cleared at the Baltic electronic declaration centre, road consignments at the territorial declaration centre of the North-Western district. The goods stay at a temporary storage warehouse in the port or at the consignee’s terminal until release.
We lodge the declaration before the goods arrive, so release takes 1–2 days: the HS code and duty calculation are agreed in advance, and certificates and permits are prepared at the purchasing stage. Clearance is handled by a customs representative on the Federal Customs Service register; your customer receives the declaration with the release stamp and a full set of closing documents.
