Receiving the goods and the last mile

Winter in Novosibirsk is long and genuinely frosty: an average January temperature of about −18.8 °C and a record low of −51.1 °C, so liquids, paints, batteries and equipment in factory packaging need either an insulated trailer or a different shipping season. The western road entry to the city — the R-254 “Irtysh” highway — is periodically closed to freight traffic in winter because of blizzards and snowdrifts on the Baraba section, where wind gusts have reached 33 m/s; on such days the truck simply waits until the restriction is lifted. Summer adds a temperature regime: when the daytime temperature exceeds +32 °C, heavy vehicles on asphalt roads are allowed to move only between 22:00 and 10:00.

In Novosibirsk the documents and the goods go separate ways: declarations for the region are lodged with the electronic declaration centre (the Siberian declaration centre of Siberian Electronic Customs is physically located in Krasnoyarsk and covers the whole country), while physical control — inspection, weighing, sampling — is carried out on site by the posts of Novosibirsk Customs: Western, Eastern and Tolmachevo Airport. Novosibirsk Customs also runs the border crossings with Kazakhstan inside the region — the Pavlovka road checkpoint in Karasuk district and the Karasuk rail crossing at Karasuk-1 station — so for road deliveries from China and Central Asia the border and the unloading point fall within one customs area. The Novosibirsk special economic zone with a free customs zone regime, created in 2025, lies not in the city but in Kochenevo district, and its customs benefits are available only to the zone’s residents — they do not apply to ordinary imports.
What most often breaks the schedule
The schedule is most often broken by the spring thaw restrictions, and in Novosibirsk they come in two layers: in 2026 the region closed regional roads from 13 April to 24 May to vehicles with more than 5 t per axle, while the city restricts municipal roads by a separate decision (in 2025 from 10 April to 9 May, with a 6 t per axle limit), leaving open only a list of main roads such as the Berdsk highway and the Bugrinsky bridge. If the consignee’s warehouse is not on such a corridor, a fully loaded truck will not reach the gate: either a permit or transhipment onto a smaller vehicle is needed, which means money and at least a day. The second regular surprise is an inspection ordered by the declaration centre: the truck has to be taken to the customs control zone of a specific site rather than straight to the consignee’s warehouse, and the unloading schedule has to be rebuilt.
