Receiving the goods and the last mile
A truck in Kazan runs into a city ban: vehicles with a permitted weight above 5 tonnes may not move between 6:00 and 22:00 in the zone bounded by the Kirovskaya and Leninskaya dams and the Millennium bridge, so delivery to an address in the centre is either scheduled at night or transhipped onto a small truck at the city entrance. A container from the rail leg is collected from the terminal at Lagernaya station and taken out in the same night window: if the consignee’s warehouse only receives during the day, an extra day is added between the container’s arrival and unloading. Air consignments are received at the Kazan Airport cargo terminal, where customs, veterinary and phytosanitary units work on the terminal site and the “Kazan Airport” customs post is staffed around the clock in four shifts.
Seasons and weather
From 1 to 30 April a spring restriction applies on regional and inter-municipal roads in Tatarstan — no more than 6 tonnes per axle; it affects not the federal highways but the access roads to industrial zones and district addresses, which is exactly where unloading takes place. In winter the main risk is blizzards with strong crosswinds: in February 2026 the republic closed the M-7, R-239, R-241, R-243, A-295 and A-151 to heavy vehicles, and Avtodor advised against driving on the M-12 — practically all road approaches to Kazan were closed at once. In abnormal heat from +32 °C, heavy vehicles are restricted during daytime hours on the federal highways of the Volga region, and the river leg via Kazan port physically works only during the navigation season.
Customs clearance in the region
Declarations for Kazan deliveries are not lodged in Kazan: electronic declaration is assigned to the Volga declaration centre in Nizhny Novgorod (code 10418010), while physical control remains with the posts of Tatarstan Customs. A practical subtlety: the Kazan customs post (10404050) and the “Kazan” temporary storage warehouse are physically located not in the city but on the industrial site of Zelenodolsk, whereas the second clearance and control unit works in Kazan itself on Boevaya Street. Tatarstan Customs also has posts in Naberezhnye Chelny, Nizhnekamsk, Yelabuga and Almetyevsk, and the Alabuga special economic zone near Yelabuga (about 210 km from Kazan) operates under a free customs zone regime, so goods that are “for Kazan” on paper are sometimes better cleared at another post in the republic.
What most often breaks the schedule
The schedule is most often broken by inspection: the declarant works with the Nizhny Novgorod declaration centre, while the truck or container goes for inspection to the temporary storage warehouse in Zelenodolsk — adding a reposition and one or two days of storage. The second source of extra cost is the April thaw restrictions: a consignment that goes as one full truck in other months has to be split, or a special permit obtained for the regional road to the warehouse. The third is the night entry window for Kazan: if the consignee is not ready to receive goods after 22:00, the truck waits until the next evening, and this downtime is charged on top of the rate.

Clearance takes place at the Volga electronic declaration centre, with the goods placed at a local temporary storage warehouse — release in the home region saves both time and the cost of domestic delivery.
