Receiving the goods and the last mile
Reception and transhipment in Rostov-on-Don gravitate to the left bank: the berths, open yards and container section of the Rostov Universal Port stand on the left bank of the Don in the Zarechnaya industrial zone, while most consignees are on the right bank, so distribution almost always involves crossing the river. The road leg also arrives differently from before: since 15 June 2023 M-4 transit traffic uses the Aksai bypass, so delivery into the city means a separate exit from the bypass and entry into the conurbation rather than moving with the general transit flow. Consignments from 50 kg are released from the warehouse or the port after clearance, and delivery to an address on the right bank is scheduled as a separate trip — for the unloading window of the specific warehouse, not “some time during the day”.
Seasons and weather
The water leg to Rostov-on-Don is seasonal: the Don freezes in late November or early December, ice holds in the lower reaches for 30 to 90 days, and navigation resumes from the lower reaches at the end of March; Taganrog Bay, through which river-sea vessels pass, is usually covered with ice from December to March, although in mild winters it may not freeze at all. Water levels here are moved not by the river’s flow but by the wind — surge and set-down in the bay and the Don estuary change the actual depths, and the draught of vessels in Rostov port is limited to about four metres, so sea deliveries are planned with a margin on arrival dates. Summer brings the opposite extreme: the city’s absolute maximum temperature of +41 °C was recorded in 2025, and temperature-sensitive cargo must not be left in a trailer or container on an open yard while it waits to be unloaded.
Customs clearance in the region
Rostov-on-Don is an unusual case for an inland city in that imports can arrive by water right at the consignee: the port on the Don is 46 km from the Sea of Azov and receives river-sea vessels, so some consignments pass physical control on the berth rather than at a road temporary storage warehouse. As a result, documents for sea and for road deliveries are prepared differently: in the first case the shipping line and berth unloading times are added to the usual set, in the second the arrival of the vehicle and the place of physical control. Air clearance is not available in Rostov: flights from Platov have been suspended since 24 February 2022, so an air consignment is released in the Moscow air hub and travels to Rostov by road — a separate leg with its own documents.
What most often breaks the schedule
The schedule is most often broken at the junction of two legs: a deep-sea vessel does not enter the Don estuary — the port accepts a draught of around four metres — so a container from Asia arrives at a deep-water port and continues to Rostov-on-Don by river-sea feeder or by road, and any delay at transhipment is added on top. The second source of disruption is water and wind: a wind set-down in Taganrog Bay or ice conditions in the estuary in winter shift a vessel’s arrival by days, not hours, and no “fast-track customs” can make up for that. The third is counting on an air leg: while Platov airport is closed, “air to Rostov” always means Moscow plus road delivery, and if this section is not in the plan, both the schedule and the budget slip.

Road and rail consignments are cleared at the Southern electronic declaration centre, sea consignments via Novorossiysk at the Novorossiysk sea declaration centre. This is the nearest point of release for consignees in southern Russia and the Caucasus.
