Receiving the goods and the last mile
Overland consignments in Samara usually end at the Samarsky customs post (code 10412060) at 5 Tovarnaya Street — it specialises in rail and road transport, and several temporary storage warehouses operate under it, where the truck or wagon waits until release. Air cargo is received at Kurumoch, about 35 km from the city: a cargo terminal of about 5,300 m² with a round-the-clock warehouse, its own temporary storage warehouse and the “Samara Airport” post (10412030); goods carried on a passenger flight are released roughly three hours after the aircraft arrives. Onward distribution more often goes not to the historic centre at the confluence of the Volga and the Samara with its narrow streets, but to Bezymyanka — the factory district by the station of the same name, spread across three city districts.
Seasons and weather
From 1 to 30 April the Samara region has spring thaw restrictions: on regional and inter-municipal roads the permitted load is limited to 7 tonnes per axle, international consignments are not exempt, and some roads are excluded from the restriction. In summer, from 20 May to 31 August, when the average daily temperature exceeds 32 °C, heavy vehicles are left only a night window — from 22:00 to 10:00. In winter, blizzards with crosswinds are added: in December 2025 and February 2026, traffic of trucks and buses on sections of the M-5 within the region was closed and the ban was extended several times in a row.
Customs clearance in the region
Since October 2019 Samara Customs has been responsible for three regions at once — Samara, Orenburg and Ulyanovsk — while the declarations themselves are released by the Volga declaration centre, physically located in Nizhny Novgorod. Physical control remains in Samara — inspection, weighing and sampling at the Samarsky and “Samara Airport” posts — so release and the physical side are split between different cities, and any inspection request brings the goods back to a site near Samara. A regional particularity is the separate AvtoVAZ post and the Togliatti special economic zone, where the free customs zone procedure applies: local practice is noticeably better established for equipment and automotive components than for non-standard retail product ranges.
What most often breaks the schedule
The main technical risk on the approach to Samara is the bridge over the Sok river at km 1029 of the M-5: from 2 February 2026 to 31 December 2027 vehicles up to 25 tonnes are allowed with an axle load of no more than 9 tonnes, combinations of 25–36 tonnes cross one at a time, strictly in the centre of the span and no faster than 10 km/h, and anything heavier than 36 tonnes is sent on a detour; in addition, from 26 June to 30 December 2026 the right lane towards Samara is closed there. The second bottleneck is the Volga crossing: the free route over the Zhigulevskaya hydropower dam on the M-5 is periodically restricted for vehicles heavier than 3.5 tonnes, leaving the Togliatti bypass with the Klimovka bridge, tolled since 1 September 2024. Neither factor is reflected in “average transit times”, so a detour, a night window or an extra day of waiting is best built into the plan when the truck is booked.

Clearance takes place at the Volga electronic declaration centre, with the goods placed at a local temporary storage warehouse — release in the home region saves both time and the cost of domestic delivery.

Clearance is handled by a customs representative on the Federal Customs Service register; your customer receives the declaration with the release stamp and a full set of closing documents.
