Receiving the goods and the last mile

Perm stretches along the Kama for almost 60 km, and only two road crossings — the Kommunalny and Krasavinsky bridges — link the two banks within the city, so an address in Zakamsk and an address on the right bank mean different delivery legs, even though formally it is one city. Industrial reception is mainly concentrated in the Osentsovo industrial hub on the southern edge of Perm, by the federal R-242 — where the Perm industrial special economic zone is also being developed with its own rail container terminal. Air consignments are released not in the city but at the cargo complex of Bolshoye Savino airport (Sokol village, Perm district), where an open temporary storage warehouse operates — the goods have to be collected there.

Seasons and weather

The regional roads of the Kama region are closed for the thaw every spring: under an order of the regional transport ministry, in 2026 restrictions applied from 6 April to 5 May on roads with transitional surfaces (up to 4 t per axle) and from 13 April to 12 May on asphalt (8 or 9.5 t per axle), and international transport is not on the list of exemptions. The federal R-242 and R-243 remain open at this time, so it is the last leg that suffers — factory access roads and addresses in the territory’s districts. River delivery is possible only during navigation: the locks of the Kama cascade open in early May (the Kama hydropower plant in 2026 on 5 May) and close by 1 November, and in the north of the territory some addresses depend in winter on ice crossings over the Kama and the Kosa, which work until March at the latest.

Customs clearance in the region

The Perm territory belongs to Perm Customs, but the declarations themselves go to the Volga declaration centre in Nizhny Novgorod (code 10418010): the releasing inspector never physically sees the goods, while inspection and sampling are carried out by the posts on site. Road imports end at the Palnikovsky post, and according to the register there is essentially only one open temporary storage warehouse in its area — at Palniki station in Dobryanka district; the other sites are closed-type and belong to factories (Lukoil-Permnefteorgsintez, Uralchem, Goznak, Uralbumaga), and in Berezniki to Uralkali and Metafrax. Air cargo is cleared by the separate Perm Airport post right at Bolshoye Savino, where an air border crossing point and an open temporary storage warehouse operate.

What most often breaks the schedule

The main bottleneck is the Chusovoy bridge on Perm’s eastern bypass and the Perm–Berezniki road: the old span is being rebuilt, with completion planned for mid-2027, and after it opens, passage for freight and transit traffic is expected to be tolled. The same road leads to the Palnikovsky post, so an inspection request from the declaration centre takes the truck out of the city into Dobryanka district, and a day or two is easily lost this way. Nor should one count on storage under customs control inside Perm: the open warehouse for road cargo in the post’s area is outside the city, so any hitch with the documents means the truck stands somewhere other than at the consignee.

Customs clearance for Perm: Volga Electronic Customs

Clearance takes place at the Volga electronic declaration centre, with the goods placed at a local temporary storage warehouse — release in the home region saves both time and the cost of domestic delivery.

We lodge the declaration before the goods arrive, so release takes 1–2 days: the HS code and duty calculation are agreed in advance, and certificates and permits are prepared at the purchasing stage. Clearance is handled by a customs representative on the Federal Customs Service register; your customer receives the declaration with the release stamp and a full set of closing documents.
