The city has no electronic declaration centre of its own: the South Ural declaration centre was abolished in 2021 and Chelyabinsk Customs remains a customs office of physical control, so the declaration goes to the Ural declaration centre in Yekaterinburg, while inspection, weighing and sampling take place here — at the Chelyabinsk customs post in Leninsky district by the Meridian road, or at the Balandino Airport post for air cargo. Rail transit is often more conveniently completed not in Chelyabinsk itself but at the Yuzhnouralsky logistics complex by Formachevo station: the complex has a temporary storage warehouse and a container yard, and from there it is a short road leg to the city. Since 2025 the region’s first industrial special economic zone, “Yuzhnouralskaya”, with a free customs zone regime, has operated in Krasnoarmeysky district, but this benefit works only for its residents and does not apply to ordinary imports for a Chelyabinsk consignee.
What most often breaks the schedule
The schedule is most often broken by the gap between the place of declaration and the place of inspection: the decision is taken by the declaration centre in Yekaterinburg while the container or truck stands in Chelyabinsk, and organising physical control takes an extra day or two that are not in the base calculation. The second source of disruption is the Bugristoye road checkpoint on the A-310 in Troitsky district (Kairak on the Kazakh side): the crossing handles freight and passengers around the clock, but entry is via an electronic queue with slot booking, and carriers have reported waiting times measured in days rather than hours. In summer heat is added: at +32 °C and above, heavy vehicles are banned from the M-5 “Ural”, R-254 and A-310 from 10:00 to 22:00, and deliveries shift into night windows.
