TN VED is the Commodity Nomenclature of Foreign Economic Activity of the Eurasian Economic Union: a 10-digit code that classifies any product. The code determines the rate of duty, VAT and certification requirements.
A wrong code is the costliest mistake in importing: additional charges, fines and delays. Code selection is best left to a customs broker — but the HS code and the precise description you, the supplier, put on the invoice are the starting point.
How it works in practice
The TN VED code decides everything: the duty rate, VAT, and whether a certificate, marking or licence is needed. If a product is a borderline case (for example, a CNC machine tool or an item made of several materials), we prepare a classification rationale or request an advance ruling from the Federal Customs Service — it is valid for three years and removes disputes at release. TN VED: frequently asked questions
What does a TN VED code consist of?
Ten digits: the first 6 match the international Harmonized System (HS) that suppliers also use on invoices, digits 7–8 are the EAEU level, and 9–10 are further detail. The duty rate is determined by the full 10-digit code.
Can the code given by the supplier be used?
Only as a guide: just the first 6 digits coincide, and the EAEU may interpret the product differently. The final code must be confirmed by the declarant, who is responsible for the classification.
What is an advance classification ruling?
An official document of the Federal Customs Service that fixes the code for a specific product. It is used for expensive equipment and regular shipments: it takes up to 90 days to obtain, is valid for three years, and there are no disputes with the inspector at release.
