EORI (Economic Operators Registration and Identification) is the number under which a company takes part in customs operations in the European Union. It begins with the two-letter code of the issuing country.
Without an EORI no customs declaration can be lodged in the EU, including the EX1 export declaration: the number is entered in the declaration for the exporter.
How it works in practice
To export goods from the EU to Russia, the EORI is needed by the exporter — usually that is you, the supplier. Large manufacturers have had one for years, while smaller sellers who trade only within the EU often do not, and sometimes decline export orders for that reason.
An EORI is issued by the customs authority of the country where the company is registered; in many countries you can apply online. Does the Russian buyer need an EORI?
Not for importing into Russia: Russian customs use the taxpayer number (INN) and the declarant’s details. An EORI is required by whoever lodges a customs declaration in the EU — that is, the exporter.
How can an EORI be checked?
The European Commission runs a public EORI validation service: enter the number and the system shows whether it is valid. It is worth checking before payment if a supplier is exporting for the first time.
What if the supplier has no EORI?
The supplier can obtain one from the customs authority of their country; timelines vary by country. Until the number is issued an EX1 cannot be lodged in their name, so plan this ahead of the shipping date. We will tell you what needs to be prepared.
