The main document of import customs clearance in Russia: it states the tariff code, the customs value and the duty and VAT due.
Definition
The DT (deklaratsiya na tovary, “declaration for goods”) is the main document of import customs clearance in the Russian Federation. It contains the TN VED (EAEU tariff) code, the customs value and the calculation of duty and VAT.
It is lodged by a customs broker; release usually takes 1–2 days. Both the amount payable and the speed of release depend on how accurate the DT is — which is why the documents you provide as the supplier matter so much.
How it works in practice
At Tranzit3 the goods declaration is prepared by a customs representative. Before the cargo arrives we collect the commercial invoice, packing list, contract, proof of payment and transport documents, select the TN VED codes and calculate the payments. The DT is lodged electronically with an electronic declaration centre — the goods can be waiting at a temporary storage warehouse or still on the road.
The standard release time is up to 4 hours from registration, unless the inspector orders an examination or requests documents; on average across our shipments release takes 1–2 days including checks.

What is needed to lodge a DT?
The foreign trade contract, commercial invoice and packing list, the transport document (CMR, bill of lading, air waybill), certificates or declarations of conformity, payment documents and, where required, permits. Plus the declarant’s electronic signature — or a power of attorney for the customs representative.
How much does lodging a declaration cost?
The customs representative’s fee is charged per DT and depends on the number of line items (TN VED codes). The customs fee, duty and VAT are paid separately — they go to the state, not to the broker.
Can customs refuse to release the goods?
Yes: if documents do not match, the classification is disputed or the value appears understated, customs can request documents, order an examination or adjust the value. This is usually resolved within 1–3 days by an additional payment or explanations; to avoid it, we check the document set before the goods are shipped.
