Customs duty is a mandatory payment on import; the rate depends on the goods’ commodity code (HS / TN VED).
What is customs duty?
Customs duty is a compulsory payment on imported goods. The rate depends on the TN VED code — the EAEU commodity nomenclature based on the HS: typically 0–20%, sometimes a specific rate in euros per kilogram or per unit. It is charged on the customs value.
Duty is paid by the importer — your Russian customer — not by you. But the correct commodity code and product description in your documents directly affect the amount your customer pays.
How it works in practice
The import duty rate is taken from the EAEU Common Customs Tariff by TN VED code: ad valorem (a percentage of the customs value), specific (euros per kilogram, litre or unit) or combined — “a percentage, but not less than an amount per unit”.
We include the duty in the door-to-door delivery quote, so the customer knows the full amount of charges in advance, not just the freight price. Duty is paid before release, from the importer’s single personal account with the FCS.
Customs duty: frequently asked questions
What duty rates apply to imports into Russia?
From 0 to 20%, and higher for some groups; industrial equipment is often 0–5%, finished consumer goods 10–15%. The exact rate is determined by the 10-digit TN VED code, so classification is the first thing we check.
Are there any duty reliefs?
Tariff preferences for goods from countries with free trade agreements (a certificate of origin is required), zero rates on certain equipment with no domestic equivalent, and reliefs for specific investment projects. No duty is charged at the internal borders of the EAEU. There is no free trade agreement between the EU and the EAEU, so goods of EU origin pay the full tariff rate.
Is VAT charged on the duty?
Yes. The import VAT base is the customs value plus duty plus excise. So a higher duty also increases the VAT; in our quotes both amounts are shown separately.
