Shipping cargo from Europe to Novosibirsk: choosing a route and handling the last mile

Novosibirsk is a hub for the whole of Siberia, not a final stop
Novosibirsk is Siberia’s largest city and the main distribution centre for the federal district: cargo on the Trans-Siberian railway and the federal highways meets here before moving on to Altai, Kuzbass, and the Tomsk and Omsk regions. If your customer’s delivery address is in Novosibirsk, the shipment often does not stop there — it is handed on across the wider region, so it is worth planning the route as a staging point for Siberia rather than a single final destination. The scale of the hub shows at the Kleshchikha container terminal: after a reconstruction worth around RUB 700 million, it can now unload up to 83 wagons at once, and on-site storage capacity has grown to more than 3,300 TEU. According to the terminal operator, around 90% of the businesses shipping through it are small and medium-sized companies, so the infrastructure is built around wholesale importers’ lot sizes, not only the largest network retailers.

From your warehouse in Europe: Rotterdam or Warsaw, plus the Siberian leg
As far as the EU–EAEU border, a shipment to Novosibirsk travels the same way as one to the European part of Russia: either as groupage through our consolidation warehouse in [Rotterdam](/usluga/lcl-rotterdam) — from €693 per pallet space (1.6 m³) — or through our road consolidation in [Warsaw](/usluga/consolidation-warsaw). The difference starts beyond the border, on the leg across the European part of Russia and the Urals to the Ob river.
By road or multimodal transport, transit time from Europe to Novosibirsk runs 18–26 days. If the cargo is routed through a bonded warehouse in Moscow for consolidation or customs clearance, add a further 3–5 days for the transhipment. Routing via Moscow is convenient when several consolidated shipments can be cleared there together; for time-critical lots, it is sometimes cheaper to agree a route that bypasses the Moscow hub and runs direct.
If your customer also sources from China in parallel, Novosibirsk is useful for another reason: Trans-Siberian rail infrastructure means a container from China and a shipment from Europe can meet at the same Kleshchikha terminal and move on into the region together. The last mile: two banks of the Ob and one new bridge
Import cargo in Novosibirsk is received across several sites, and the delivery address decides which one. Containers and road groupage are received on the left bank, where the Novosibirsk Western customs post shares the same address as the Kleshchikha terminal (1/1 Tolmachevskaya Street). Rail wagons go to bonded warehouses north of the city, by the Novosibirsk Eastern customs post, which lists only rail-based bonded warehouses. Air cargo is handled separately, at the bonded warehouse and customs post in the town of Ob, on the grounds of Tolmachevo Airport.
Moving cargo from one site to another means crossing the river, and the city has only a handful of bridges: a fourth bridge opened as recently as December 2025, and it remains toll-free only until the concession charging scheme is fully in place. It is worth fixing the receiving bank and exact site in the booking in advance — if the consignee’s address is served by a different terminal from where the cargo lands, the cross-town transfer adds a day to the schedule.
Seasonality: hard frost and the spring road-weight restrictions
Winter in Novosibirsk is long and genuinely cold: the average January temperature is around −18.8°C, and the recorded historical low is −51.1°C. Liquids, paintwork, batteries and factory-packed equipment without a heated body risk damage on a trip like that, so for these goods it is worth booking a heated trailer or shifting the shipment to a warmer month. The western road approach to the city, the R-254 “Irtysh” highway, is periodically closed to heavy goods vehicles in winter because of blizzards — wind gusts on the Barabinsk section have reached 33 m/s, and on those days trucks simply wait until the restriction is lifted.
Spring brings a second, less obvious constraint — the seasonal thaw road-weight restriction — and in Novosibirsk Region it applies in two separate layers. In 2026 the regional government is closing regional roads to vehicles loaded above 5 tonnes per axle from 13 April to 24 May, while the city itself imposes a separate restriction on municipal roads on different dates and with a different threshold (in 2025: 10 April to 9 May, 6 tonnes per axle), leaving only a limited list of main roads open, such as Berdskoye Highway and the Bugrinsky Bridge. If the consignee’s warehouse is not on one of these permitted corridors, a fully loaded truck cannot reach the gate: it needs either a special permit or a transfer onto a lighter vehicle, which costs money and at least a day of delay. Lots that can wait a week or two are best scheduled to miss this window altogether.
Customs: the declaration is lodged in one city, physical checks happen in another
In Novosibirsk, the paperwork and the physical inspection of cargo happen in different places. Declarations for the region are lodged with the Centre for Electronic Declaration, which is physically located in Krasnoyarsk (the Siberian CED of the Siberian Electronic Customs) but processes declarations from across the whole country, not only from Novosibirsk Region. The physical checks — inspection, weighing, sampling — are carried out locally by the Novosibirsk Customs posts: Western, Eastern and the post at Tolmachevo Airport.
The same Novosibirsk Customs office also covers the region’s border crossings with Kazakhstan — the Pavlovka road checkpoint in Karasuksky District and the Karasuk rail checkpoint at Karasuk-1 station. For importers combining shipments from Europe and Central Asia, this is convenient, since the border crossing and the unloading point fall under the same customs office, which simplifies document handling. A free customs zone created in 2025, the Novosibirsk special economic zone, sits not in the city itself but in Kochenevsky District, and its benefits apply only to zone residents — they do not extend to ordinary imports, despite the similar name.

Hypothetical case: roughly 950 kg across 4 euro-pallets of networking equipment and components. Questions and answers
Can cargo go from Europe to Novosibirsk by rail alone, without a road leg?
No through rail service runs on European gauge, so cargo is transhipped either at the EU–EAEU border or at the gauge change — for European origins a multimodal route combining road transport with rail inside Russia, where needed, is the practical option.
Does it matter which bank of the Ob my customer’s warehouse is on?
Yes — it is worth checking which site serves the delivery address (the left bank for containers and road groupage, the right bank for rail lots, Ob for air cargo) before booking, so the cargo is not moved across a bridge a second time.
Do you accept personal shipments to Novosibirsk?
No — as on every other route, we only take orders from companies and sole traders, for wholesale lots from 50 kg, with a minimum service fee of €200.
What happens if a shipment is due to arrive during the spring road-weight restriction?
