Motor oil wholesale from Europe and the USA: how a lot reaches the Russian buyer — and how fakes are kept out

Tranzit3 sources premium motor oils for Russian trade buyers from distributors in Europe and the USA — from passenger cars to combine harvesters. This is how an order works, why oil is chosen by approval rather than by label, and what paperwork the buyer needs.

We work with suppliers — we are not a brand distributor

Buyers in Russia often look for a local distributor with a ready price list. Our model is different: we source motor oil to order from suppliers in Europe and the USA, but we are not the official distributor of any brand — Mobil, Castrol, Shell, Motul, Liqui Moly, TotalEnergies, Fuchs, Valvoline or others. Price and lead time are calculated for each specific order, not taken from pre-announced stock.

For you as a supplier, this means enquiries arrive in a structured form: brand, viscosity or approval number, pack size and quantity. We request offers from several suppliers in Europe and the USA at once, compare price and availability, and calculate transport for the specific lot. Unlike household chemicals, we hold no stock of motor oil — it always moves to order.

Orders come only from companies and sole traders, and the minimum logistics service fee is €200.

Sanctions screening comes first

We only handle goods that are not subject to EU, UK, Swiss or US sanctions. Before we quote, we check the HS code of every item and screen all parties to the deal; if a product or a party is restricted, we decline the order, whatever the route or the price.

Fully documented import or all-in cargo

In a fully documented (“white”) import the goods are imported in the name of the buyer’s company or a contract holder, with a customs declaration, closing documents with VAT, a conformity document and labelling where required. This is the option for oil that will be resold through shops, workshops or marketplaces, where the buyer needs accounting documents and a VAT deduction.

An all-in cargo service from Europe via Belarus takes 5–7 days at €5–7 per kg, but the buyer’s company receives no import documents, so there is no VAT deduction and no closing paperwork. Oil is heavy — even a 20-litre canister weighs more than many other goods — so on a large lot a per-kilo cargo rate is almost always more expensive than a documented import on pallets. The bigger the lot, the clearer the advantage of the documented route; cargo only makes sense for a few urgent canisters for the buyer’s own fleet.

Selection by approval, not by viscosity

A viscosity of 5W-30 or 10W-40 is only half of the choice. An oil with the right viscosity but without the equipment maker’s approval can shorten the life of the engine and the particulate filter and give grounds to refuse warranty. Each manufacturer issues its own approvals: VW 507.00 for Volkswagen diesels with a particulate filter, 229.51 for Mercedes-Benz (228.51 for truck ranges), M3477 for MAN and VDS-4.5 for heavy Volvo equipment.

Behind these numbers are concrete requirements: VW 507.00 is a low-ash oil for diesels with a particulate filter, MAN M3477 is designed for extended drain intervals on MAN trucks, and Volvo VDS-4.5 is the current approval for heavy diesels meeting modern emission standards. Choosing only by viscosity and brand is a common mistake.

In practice the buyer sends the make, model and year of the machine, or the approval number from the service book. We then shortlist suitable product lines from several brands — for VW 507.00, for example, Castrol EDGE Professional, Liqui Moly Top Tec and Mobil 1 ESP all qualify — and compare the offers of different suppliers on price and lead time. If you distribute oils, quoting against the approval number speeds everything up.

How to tell counterfeit motor oil before acceptance

  • ✓Check the batch code or QR code on the canister through the manufacturer’s official verification service.
  • ✓Inspect the tamper band on the cap for signs of opening.
  • ✓Compare the weight of the canister with the declared volume — on fakes it sometimes “drifts”.
  • ✓Compare the print quality of the label with a sample from a known supplier.
  • ✓For a first order from a new supplier, order one or two canisters as samples and test them before paying for the whole lot.

Why buying from established suppliers matters

Counterfeit motor oil is one of the most common problems in this market: an empty premium canister is easily refilled with cheap oil and sold at the original price. We buy from suppliers in Europe and the USA, not on the secondary market, which lowers the risk of fakes at the purchasing stage. In a documented import the supplier’s invoice and the customs declaration travel with the lot and can be matched against what was lodged at customs.

Buyers who resell oil are advised to ask for the number of the declaration of conformity under TR CU 030/2012 and check it in the public EAEU register before accepting the lot: for genuine goods the declaration number matches the data on the canister label.

Conformity on the Russian side: TR CU 030/2012

Technical regulation TR CU 030/2012 “On requirements for lubricants, oils and special fluids” has applied since 1 March 2014 and covers engine, transmission and other oils for machinery. The only form of conformity assessment under it is a declaration — scheme 1d for serial production or 2d for a specific lot. Without a registered declaration the oil cannot legally be on the EAEU market, and the documentation must be kept for at least ten years.

In a documented import we arrange the TR CU 030/2012 declaration as part of the service, so neither you nor the buyer has to deal with a certification body separately. This regulation applies to most engine, transmission and hydraulic oils; for some special fluids and additives the requirements may differ and are checked for the specific item. What we need from you is accurate product data: the technical data sheet and safety data sheet help both with the declaration and with the correct HS code.

At the Rotterdam warehouse goods are received Monday to Wednesday and sail at the weekend. EX1 lodged at the Rotterdam warehouse costs €150; remote EX1 costs from €450. Cargo insurance starts at 0.3% of the declared value.

How your invoice is paid

Payment to a foreign oil supplier is arranged under an agency agreement: via our partner company in the EU, which pays your invoice in euros (agent fee from 5%, paid by the buyer), or via a Turkish company where the buyer pays in roubles (from 3%). For you, it is an ordinary payment from a foreign company referencing your invoice.

Oils of different brands and for different equipment — cars, trucks and agricultural machinery — can travel in one consolidated shipment; lots from several suppliers are combined into one consignment at our warehouse.

We can lodge the EX1 for you — €150 at our Rotterdam warehouse or from €450 remotely through a customs agent in the country of dispatch — so you receive proof of export for VAT zero-rating.
