Household chemicals and hygiene are the only product category in our range shipped straight from our own warehouse — Colgate, Dove, Zewa, TENA and other brands from stock in Lithuania, from one pallet. Here is when a documented import with labelling is required and when it is not.
Our own stock in Lithuania
Unlike motor oil, tyres and spare parts, which we source to order, household chemicals and hygiene products ship straight from our warehouse in Lithuania — no waiting for a manufacturer’s delivery, minimum order one pallet. In stock are brands such as Colgate, elmex, Palmolive, Ajax, Speed Stick (all Colgate-Palmolive), Dove and Vaseline (Unilever), Zewa, Libresse and TENA Lady (Essity), WaterWipes and BIC.
Availability of specific items is confirmed on request, and we are not the official distributor of these brands. Orders are accepted from companies and sole traders. Because stock is ready in Lithuania, lead time depends only on the transport leg from the warehouse to the recipient. Sellers supplying marketplaces regularly can agree a delivery schedule for several months ahead and reserve the assortment in advance.
Documented import: what marketplaces and retail chains require
To sell through a shop, a chain or a marketplace such as Wildberries or Ozon, the full set is needed: “Honest Sign” labelling, a Russian-language label and closing documents with VAT. European packaging carries no Russian text, so in a documented import we apply the codes and Russian labels and arrange conformity documents — the goods arrive ready for sale.
Personal hygiene and cosmetic products — toothpaste, soap, shower gel, deodorant, lotion — fall under TR CU 009/2011 “On the safety of perfumery and cosmetic products”, in force since 1 July 2012 and covering most of the Lithuanian stock. A declaration of conformity is issued for these products or, for some categories, a state registration certificate.
The Russian label is not a formality: composition, purpose, country of origin and precautions must be readable in Russian regardless of the original packaging. In a documented import it is applied before the goods reach the shipping warehouse.
“Honest Sign” labelling for cosmetics and hygiene
Mandatory labelling of perfumery and cosmetic products in the “Honest Sign” system began on 1 March 2025, and from 1 July 2026 the cashier must scan the code at retail sale — the code is withdrawn from circulation at the moment of sale and the sale is shown on the receipt. The requirement now applies in full, including the retail stage.
Fines for producing or selling unlabelled goods reach 300,000 roubles for companies. For anyone selling cosmetics and hygiene through their own shop or a marketplace, a documented import with labelling is therefore a condition of legal trade. Applying codes and reporting to the system takes days rather than hours, so time for this stage should be built into the sales launch schedule.
Cleaning products without a single technical regulation
TR CU 009/2011 covers perfumery and cosmetics — most of the warehouse stock — but not purely household cleaning products such as Ajax detergents and cleaners. There is no technical regulation of the Customs Union in force for this category: the draft “On the safety of synthetic detergents and household chemicals” has been under discussion since 2011 and has not been adopted.
The broader EAEU regulation TR EAEU 041/2017 “On the safety of chemical products” had still not entered into force as of September 2026; according to the Eurasian Economic Commission, this may happen no earlier than the end of 2026 and depends on the readiness of the Union register of chemical substances and mixtures. Until then, such products are confirmed through state registration with Rospotrebnadzor and declarations under GOST R requirements. For cleaning products the procedure is therefore checked item by item.
Cargo instead of a documented import: when it is justified
All-in cargo from Europe via Belarus takes 5–7 days at €5–7 per kg. The warehouse is already in the EU, so the leg to the border is short, but the scheme gives no import documents in the buyer’s name, no labelling and no VAT deduction. It is therefore unsuitable for a marketplace or a retail chain, where the goods cannot legally be put into circulation without labelling and documents.
Example: a company sells through Wildberries and through its own shop. The pallet for the marketplace can only go as a documented import — without an “Honest Sign” code the product listing cannot be processed. For the other channel the buyer may consider cargo, knowing that the lot cannot be resold with documents or VAT. Many clients with mixed channels order both schemes for different pallets of one enquiry.
