Air freight to Russia: how chargeable weight works and when air beats sea

Air is not always the most expensive option: for small, urgent and valuable consignments the final bill can be lower than for groupage. Here is how chargeable weight is calculated, which IATA rules apply to batteries and when air freight makes economic sense.

When air is a calculation, not an overpayment

Per kilogram, air freight is almost always the most expensive mode. But for consignments that never fill a groupage container or a truck — samples, spare parts, electronics — a per-kilo comparison is misleading: our minimum order for any shipment is €200, by sea, road or air alike, and at low weights it is this minimum, not the per-kilo tariff, that sets the bill.

Urgency changes the economics: a production stoppage caused by a missing part or a contract lost to a late delivery often costs the buyer more than the difference between air in 2–8 days and sea in several weeks. Then the comparison is the total cost of delay, and air regularly wins. A second case is high value relative to volume — electronic components, instruments, samples — where insurance and capital tied up in goods for weeks at sea offset the tariff difference.

Routes: direct flights and transit via Istanbul and Dubai

We arrange air freight from Europe, the USA and Asia to Russia on direct flights and via Istanbul and Dubai — hubs with regular cargo flights to Russia even where there is no direct service from the country of origin. Transit is 2–8 days either way; a direct flight is usually 1–2 days faster.

Transit via a hub adds one transhipment but changes neither the cargo restrictions nor the documentation. For urgent consignments, allow time for the connection itself: if the cargo makes the second-to-last flight of the day, the next departure may be a day later. The choice between direct and transit depends on the schedule and space on the actual date the cargo is ready, not on a flight booked in advance for a hypothetical date.

Chargeable weight: how it is calculated

Air freight is charged on the greater of actual weight and volumetric weight. The IATA formula divides the volume in cubic centimetres by 6,000, which corresponds to a density of 167 kg per cubic metre.

Example: a carton of 60 × 50 × 40 cm (0.12 m³) weighs 10 kg, but its volumetric weight is 0.12 × 167 ≈ 20 kg, so it is charged as 20 kg. This is standard for packaging materials, tooling and any goods with a lot of air in the packaging. The practical lesson for shippers: compact packaging without excess volume saves real money at the same actual weight — recalculate the volumetric weight before dispatch, not after the invoice arrives.

Lithium batteries: what changed on 1 January 2026

Electronics with lithium batteries follow IATA packing instructions: PI965 for stand-alone lithium-ion cells and batteries (UN3480), PI966 for batteries packed with equipment and PI967 for batteries contained in equipment (UN3481). What matters for the shipment is which category it belongs to: this determines packaging, marking and the permitted state of charge.

Since 1 January 2026 batteries packed with equipment (PI966) must also be shipped at a state of charge not exceeding 30% of rated capacity — previously this applied only to stand-alone batteries under PI965. The limit is mandatory for cells and batteries above 2.7 Wh; below that, a charge under 30% is recommended but not required.

In addition, the simplified Section II procedure is no longer permitted for stand-alone lithium-ion (PI965) and lithium-metal (PI968) shipments by air; they are handled under the full dangerous goods requirements. For a supplier of electronics this means confirming the state of charge and the exact battery category at the order stage, not at handover at the airport.

The minimum order and where air stops paying

Our minimum order for air freight is €200, as for any other service; for 1–5 kg this is usually the total freight cost, and sea or road groupage hit the same €200 threshold, so the difference is barely noticeable. Air becomes markedly more expensive as volume grows: for several cubic metres the gap between an air rate on chargeable weight and LCL sea from €200 per place can be several-fold. Air therefore makes sense mainly up to a few dozen kilograms of chargeable weight; above that, compare with groupage via Rotterdam or Warsaw.

For companies shipping both large and small lots, the sensible strategy is to decide shipment by shipment: urgent and light by air, planned and bulky by sea or road. For samples and trial lots ahead of a big order, air is often the only reasonable option: waiting for consolidation for a few kilos of samples loses weeks at a stage where the whole deal is still undecided.

Documents for air freight

The basic set is the commercial invoice, the packing list and the air waybill issued by the carrier or forwarder. Lithium batteries add a dangerous goods declaration and marking under the relevant packing instruction, prepared before handover to the carrier.

Export clearance works as on other routes: goods leaving the EU need an EX1 export declaration, which we can arrange remotely through a customs agent in the country of dispatch if you do not lodge it yourself. It is a separate procedure from the flight and takes time, so build it into the schedule. Samples and low-value consignments still need a complete set of documents.

Questions and answers

Can a consignment mix lithium batteries and ordinary goods?

Yes, but the declaration and marking are prepared for the whole consignment according to its strictest category; a battery may not share a package with other goods unless the packaging meets IATA requirements.

For an urgent consignment from Germany, direct flight or transit via Istanbul?

It varies: transit is sometimes cheaper at a comparable transit time if the direct flight on the required date has no space. We compare both for the actual ready date.

Is separate insurance needed for air freight?

Our cargo insurance starts at 0.3% of the declared value; for the valuable, urgent consignments that usually go by air, this is small compared with the risk of total loss without cover.
